So far as I'm aware the CoC's are paid for by either the inbound or
outbound command... (at least at the lower levels), but to answer your
question- It would depend on the ceremony.

Who cares? Money grows on trees this way, and when it doesn't just taxes the ever expanding upper class (as we continue to lower the bar on what exactly makes "upper class").

If the President wants to go on a big date in NYC with the wifey at the overburdened tax payers expense, then by all means, spend what ever you want on whatever you want.

They're 100% paid for by the outbound commanding officer. In rare cases, the inbound commanding officer will contribute a small portion. Using unit funds is strictly forbidden.
